解放軍軍艦在南海扣留一艘美國海軍的水下無人潛航器，引發中美緊張。日媒分析，大陸近期行動，都像在試探回擊川普「不透明的對中政策」。美國兩岸問題專家葛來儀則稱，大陸此舉是向川普發出訊號，表示不能挑戰大陸的核心利益而不受懲罰；也有香港學者認為，美軍在南海放置這樣的探測載具，「製造南海緊張氣氛與軍備競賽」。
日經中文網分析，大陸最近對美企以《反壟斷法》開罰，還在南沙群島部署防空裝備，此舉似乎意在試探川普「不透明的對中政策」，例如台灣問題等。川普的「對中強硬姿態」，讓大陸的「警惕感和困惑不斷升溫」。
戰略暨國際研究中心（CSIS）亞洲資深顧問葛來儀則認為，大陸奪走美軍水下載具的事發地點，位於菲律賓專屬經濟海域，不在陸方水域，「似乎違反國際法」。她認為，陸方可能是因為川普對台灣議題的評論，因此要「傳達信號」給即將上任的川普政府。
葛來儀稱，大陸領導人習近平對軍隊嚴格控制，「我猜這不是一個解放軍海軍艦艇的流氓指揮官所為」，她傾向將此事視為「經深思熟慮過的行動，也是一個信號」。
香港鳳凰衛視評論員宋忠平則稱，陸方倡導南海和平穩定，而非軍事化，但美國卻在區內加大軍事化力度，包括在南海U型線和專屬經濟區範圍內投放大量水下載具，「製造了南海緊張氣氛和軍備競賽」，他認為：「中國方面在該區域制止他國侵犯中國利益的事情，符合國際法，也符合中國國家安全需要。」
